While there are some apparently purebred dogs in shelters the vast majority are mongrels.
What is needed is education and more responsible pet ownership. Too many people buy pups because they are cute and have no clue what the pups will be as adults, they don't spend the time training that they ought to and they purchase dogs when their own living situation is unstable (new apartment?).
It IS possible to own intact dogs and not breed them. Its called being diligent and responsible. I've owned 23 dogs as an adult.. all intact and have produced 7 litters.
A tax on purebred pups would drive some responsible breeders out of their hobby while encouraging commercial breeders and puppymills to crank up their numbers. It would also cause a black market in puppies (not that there isn't already a bit of one coming in from Mexico).
