USCG rating plate.................?
Here in Canada, the compliance plate lists "recommended" capacities and power. You can legally overpower your boat, the tricky part is 1) insurance, and 2), marinas won't do it because of liability. Legally, how does this work on your side of the invisible fence?

Most states incorporate the USCG "inland rules of the road" by reference, and supplement those with their own boating regs.
I know that California expressly prohibits exceeding the capacities per the rating plate, and Texas & Louisiana do not. Don't know about the other 45.
But far as I know all states will honor the registrations of all the other states, so theoretically, if you have a valid registration in Texas you'd be legal in California inspite of having overpowered, but you'd probably need a lawyer to sort it out for sure.
Interestingly, most of the late-model high-end bass boats, the max recommended HP is "Any V6".
