You want to send a beam of red laser light toward a space station?
this space station is located above the atmosphere and just above the Earth's horizon. If you wish to hit the space station, would you aim above, below, or directly at the visible space station? if you used a beam of light from a green laser, how would your answer change?
I would sweep the laser vertically, thus guaranteeing a hit despite the minor refraction effects caused by the Earth's atmosphere.
